I don't know what planet Penny resides on, but here on Earth I don't think there's been an expectation of markets popping up in 2-3 years, most VC investments (that haven't failed yet) are in the > 6 year range or much longer.
I think her comment is applicable to 2000 or 2001, not 2009.
